Legislative Action

SENT TO GOVERNOR

HB113 (Appropriations) - Appropriates an additional $1,500 to the Athletic Commission for the current budget year.

HB114 (Appropriations) - Reduces spending in the current budget for the State Liquor Dispensary, the State Insurance fund, the Military Division, the Department of Administration and the Fish and Game Department.

HB81 (Speaker) - Removes the counties as the payer of last resort for indigent medical bills over $10,000.

KILLED BY HOUSE

HJR4 (Stoicheff) - Proposed constitutional amendment to require Legislature to act to accept, reject or reduce legislative pay recommendations from the Citizen Committee on Legislative Compensation.

SCR103 (State Affairs) - Expresses legislative support for a conference of the states to be convened by the Council of State Governments to assert states’ rights.

HJR7 (Resources and Conservation) - Proposes constitutional amendment to state that right to regulate access to or use of wildlife and other natural resources shall not be subject to control by local ordinance or initiative.

HB169 (Appropriations) - Deletes $735,900 from current budget of Agricultural Research and Cooperative Extension Service.

HB170 (Revenue and Taxation) - Imposes fees on new construction to finance new school construction.

HB171 (Education) - Allows student enrolled in non-public school to be enrolled in public school for dual enrollment; allows dual enrolled student to participate in any program of the public school.

HB172 (Education) - Requires more detailed accounting of expenditures for alternative high schools.

HB173 (Business) - Allows director of Department of Labor and Industrial Services to accept cash in lieu of bonding requirements for manufacturers, dealers, brokers and installers of manufactured homes.

HB174 (Business) - Provides that exempted individual shall not perform the functions of a licensed mortician or funeral director unless licensed as required by law.

HB175 (Judiciary, Rules and Administration) - Carries out provisions of constitutional amendment approved in 1994 relating to rights of crime victims.

HB176 (Judiciary, Rules and Administration) - Outlaws legal recognition of common-law marriages after Jan. 1, 1996.

HB177 (Judiciary, Rules and Administration) - Removes authority for prosecutor to recommend imposing sentence for certain drug violations below mandatory minimums.

SB1057 (Education) - Eases requirements for making school override levies permanent.

SB1058 (Education) - Uses the Feb. 15 statistical report on school attendance in determining allocation of state aid.

SB1059 (Education) - Establishes an annual benchmark for future school aid distribution calculations.

SB1060 (Judiciary and Rules) - Replaces the Superintendent of the State Police with a division administrator.

SB1064 (Health and Welfare) - Subjects persons making false charges of child abuse to civil damages and public disclosure of their names.

SB1065 (Health and Welfare) - Authorizes the award of fees and expenses in child protection cases under certain instances.

SB1066 (Health and Welfare) - Preserves reimbursement level for drugs under Title 19 of the Social Security Act.

SB1067 (Health and Welfare) - Requires parents be given an opportunity to respond before children are removed under the Child Protection Act.

SB1068 (Health and Welfare) - Subjects persons making false claims of child abuse to criminal prosecution.

SB1069 (Health and Welfare) - Protects ministers from being required to provide evidence of child abuse or abandonment.

SB1070 (Local Government and Taxation) - Authorizes county voters to consider a variety of options for county government including an elected executive, manager, administrator, larger commission, consolidation of elective offices or consolidation of same offices among multiple counties.

SB1071 (Local Government and Taxation) - Gives counties full flexibility in deciding whether to change government form.

SB1072 (Local Government and Taxation) - Authorizes county voters to consider a variety of options for county government including an elected executive, manager, administrator, larger commission, consolidation of elective offices or consolidation of same offices among multiple counties, but under different ballot qualification requirements than SB1070.
