Rebel Serbs Prepare For Renewal Of War

Rebel Serbs in Bosnia and Croatia have formed a joint military council, anticipating that full-scale war will break out again this year in their countries.

Leaders of the rebellions that have put a third of Croatia and 70 percent of Bosnia in Serb hands met as diplomats faltered in their efforts to get all the parties to the conflicts in former Yugoslavia back to the bargaining table.

Croatia has told 12,000 U.N. peacekeepers stationed along SerbCroat frontlines to begin withdrawing by March 31, setting off fears of a renewal of the 1991 war there that killed at least 10,000 people.
