Some highlights of action taken by the House on Wednesday night:

Require a three-fifths majority to pass income tax increases. Approved, 279-152.

Limit terms of committee chairmen to six years and of the speaker to eight years. Approved, 355-74.

Ban House members from casting proxy votes in committees. Approved 418-13.

Reduce committee staffs by one-third. Approved 416-12.

Change budget rules to more accurately reflect spending increases. Approved, 421-6.
