North Korea, U.S. Deadlock Over Nukes

Nuclear talks between the United States and North Korea stalled Friday with the two sides reporting no progress on a plan to replace North Korean reactors.

But in Washington, State Department spokeswoman Christine Shelly expressed optimism about the talks, the first public characterization of the discussions since they began late last month.
