Water District Planning Tax District For Reservoir In/Around: East Spokane

Commissioners of the East Spokane Water District want to form a special taxing district to raise about $330,000 for a new reservoir and other improvements.

They will hold a public hearing on the proposal on Tuesday. That meeting begins at 7 p.m. at Edgecliff Church, 402 S. Coleman Road.

The plan calls for building a 100,000-gallon water tank, adding 1,200 feet of water pipe along Sprague Avenue, replacing 18 antiquated fire hydrants and doing some other work.

Commissioners propose paying for the project by forming a utility local improvement district. People living within the ULID would be assessed a percentage of the total cost of the project.

The average assessment is expected to be about $3,500 per water hookup.

The assessment would have to be paid off in no more than 15 years.

The names of property owners within the improvement district are available at the East Spokane office, 704 S. Coleman. The office is open between 9 a.m. and 1 p.m., Monday through Friday.

Anyone who wants to oppose the formation of the improvement district must submit a written protest to the board no later than 10 days from the hearing.

If owners of at least 40 percent of the land area within the improvement district protest the project, the district will have to abandon it.
