Zoning Change Expected - To Allow Existing Soccer Field

A city soccer field is expected to finally comply with city ordinances following tonight’s City Council meeting.

The council will hold a public hearing on the Jenny Stokes Field at Ramsey Road and Kathleen Avenue.

Then council members are expected to change the zoning on the four acres from light manufacturing to limited commercial and industrial. Current zoning doesn’t allow for the field.

The change likely will come with some conditions, including the addition of parking spaces and hooking to the city sewer within five years so public restrooms can be constructed.

The council also will hold a public hearing about levying additional taxes on property holders along Kathleen Avenue between Ramsey Road and U.S. Highway 95. The special tax assessment will raise $393,000 of the estimated $505,000 needed to widen the street, add curb and sidewalk and additional right of way.

One resident along the stretch, Rocklyn R. Getz, has written the council to protest the extra tax. Her property is zoned agriculture, she said, and she won’t benefit from the improvements.

In other business the council is expected to:

Approve a drug-testing contract with Medical Center’s Post Falls clinic for about $2,170. Federal law requires periodic testing for city workers with commercial driver’s licenses beginning Jan. 1. About three dozen city staff are affected.

Ask city staff to review complaints about a public address system at Beaudry Motors on North Fourth Street. About 20 residents from that area submitted a petition asking the outdoor system be disconnected because of the noise. A rooftop speaker has been disconnected.

Approve a fireworks permit for the annual day-after-Thanksgiving show at the Coeur d’Alene Resort.
