Gramm’s Campaign Funds Falter

Contributions to Senator Phil Gramm, who built his campaign for the Republican presidential nomination on his fund-raising prowess, have dropped sharply in recent months, and despite outspending all his rivals, he has made little headway in the early voting states of New Hampshire and Iowa.

Gramm’s apparent loss of momentum gives an additional boost to Senator Bob Dole of Kansas, whose donations increased sharply over the summer, positioning him as the untouched leader in fund-raising this year, according to reports filed with the Federal Election Commission.
