Secret Witness Seeks Man Accused Of Home Burglaries
A Spokane man with a 15-year history of criminal activity is this week’s Secret Witness target.
Thomas C. Winfrey, 40, was convicted 14 times for crimes ranging from assault to felony drug possession to resisting arrest.
He is wanted on two warrants, one for residential burglary and the other a no-bail, Superior Court warrant.
Winfrey is 5 feet 7 inches tall and weighs 165 pounds. He has black hair and brown eyes. He uses aliases of Billy Rae Edwards and Billy Ray Johnson.
