Secret Witness Seeks Man Accused Of Home Burglaries

A Spokane man with a 15-year history of criminal activity is this week’s Secret Witness target.

Thomas C. Winfrey, 40, was convicted 14 times for crimes ranging from assault to felony drug possession to resisting arrest.

He is wanted on two warrants, one for residential burglary and the other a no-bail, Superior Court warrant.

Winfrey is 5 feet 7 inches tall and weighs 165 pounds. He has black hair and brown eyes. He uses aliases of Billy Rae Edwards and Billy Ray Johnson.

Residents with information on Winfrey’s whereabouts are asked to call Secret Witness at 327-5111. A cash reward is offered, and callers don’t have to give their names to be eligible.

Secret Witness is a civilian organization not affiliated with law enforcement. Callers may use code names or numbers for future contact about the reward.
