Lawmaker Resurrects Battle To Put Restrictions On Jet Skis

A southeastern Idaho legislator is pushing for restrictions on Jet Ski riders that Sen. Mary Lou Reed, D-Coeur d’Alene, couldn’t get through last year.

Said Reed, “I’m happy to see something coming out of the House.” Her 1995 bill was killed there.

Rep. Golden Linford, R-Rexburg, brought his legislation to the House Resources and Conservation committee on Tuesday for review. He proposes setting limits on how close personal watercraft users can come to other craft and to the shore.

Jet Ski rentals also would be affected by Linford’s proposal. Rental shop employees would be required to inform their clients about local ordinances, then fill out a form confirming that the renter had been advised.

Linford said he only wants to set a general rule.

The real power to regulate, he said, “primarily goes to local governments. If people feel strongly enough, they are going to ask for ordinances.”

Under the proposal, personal watercraft riders couldn’t come within 100 feet of docks, other boats, or swimmers. The closest they could get to shore would be 50 feet.

Rep. Milt Erhart, R-Boise, said he wondered if the 50-foot limit might be too stringent. He suggested the shore limit might be better at 30 feet.

Reed applauded Linford’s effort. “I like to think that there is a growing sense among legislators and constituents about the power of Jet Skis,” she said. She voiced concern about the safety of the riders, swimmers, and residents of waterfront neighborhoods.

Linford plans to bring his legisla tion to a committee for introduction Thursday.
