Tots Sleep Through Ceremony
All but three of the children at the State Department’s new child-care center slept through a ribbon-cutting ceremony Wednesday and a speech by Secretary of State Warren Christopher.
The 80 or so Diplo-Tots, as they are being called, were taking their midafternoon nap, and no one wanted to disturb them.
Congress in 1984 authorized federal agencies to establish child-care centers, but did not specify at what time of day they should be formally opened for business.
