Milestones

Ten years ago: President Reagan and Soviet leader Mikhail S. Gorbachev delivered speeches on nuclear arms, with the president challenging the Soviets to work harder for arms reductions and Gorbachev proposing talks on short-range weapons.

Five years ago: Financier Charles Keating Jr. was sentenced in Los Angeles to nine years in prison for swindling investors when his Lincoln Savings and Loan collapsed. The convictions later were overturned. Also, comedian Sam Kinison was killed in a car crash outside Needles, Calif., at age 38.

One year ago: President Clinton vetoed a bill that would have outlawed a technique used to end pregnancies in their late stages.
