Cia Manual Describes Torture

A CIA training manual describes torture methods, such as stripping suspects naked and keeping them blindfolded, which were used on dissidents in Honduras during the 1980s, The Sun reported in today’s editions.

The booklet, “Human Resource Exploitation Training Manual - 1983,” advises interrogators to deprive their prisoners of food and sleep and make them stand at attention for long periods of time.

The 1983 manual was declassified Friday in response to a Freedom of Information Act request.

The Sun reported in 1995 that the CIA and the U.S. State Department had collaborated with a secret Honduran military unit known as Battalion 316 in cracking down on Honduran dissidents in the 1980s. The newspaper said this happened even though U.S. officials knew the battalion was kidnapping, torturing and executing people.
