Newly Released Sex Offender Living In Downtown Spokane

A registered sex offender recently released from prison is now living in downtown Spokane.

Roger Serie Balutta, 29, was convicted in 1996 of second-degree assault with sexual motivation and first-degree criminal trespass. He was convicted in 1994 of larceny and trespass and in 1986 of first-degree sexual assault in Alaska, Spokane police said.

He is considered a high risk to reoffend, police said. Conditions of his release include no contact with his victims and is he not to purchase, possess or use alcohol. He also cannot enter any business where alcohol is the primary product sold.

Balutta is described as Native American, 5 feet 6 inches tall, 160 pounds with black hair and brown eyes. He has a tatoo of a girl on the left side of his chest.
