Albania Asks Rebels To Lay Down Arms

President Sali Berisha and Albania’s opposition parties, in the first collaboration since last May’s contested elections, on Thursday called on rebels to stop fighting and turn in their weapons.

Berisha and opposition leaders signed a document that pledges that the Albanian military will suspend operations against the rebels for 48 hours, beginning at dawn today.

There were immediate signs that the joint proposal was insufficient to quell the revolt in Vlore, the center of the upheaval. Minutes after the news spread to the blockaded town, where seven people were killed by gun shots in one day, defiant residents gathered in the streets and said they would not agree.
