Officer A Force For 33 Years

This city’s longest-serving police officer is retiring after nearly 33 years on the job.

Garney Arcand, 58, had a reputation for integrity that earned him high marks with fellow officers.

“He is probably the hardest-working police officer I ever worked with,” Deputy Chief Paul Olson said.

Arcand was instrumental in bringing computers to the department in the 1980s, pushing for a computerized fingerprint-identification system, and opening ministations in low-income housing projects and shopping malls.
