Kootenai County Outstanding Warrants

Kootenai County has a backlog of 4,000 outstanding arrest warrants. Officials are asking the public for any information about the following people, who are identified by name, age, last known city of residence, the charge and the bond amount on the warrant. Felonies

Spencer L. Ess 23, Coeur d’Alene, parole violation/grand theft, failure to appear/driving while suspended, $6,000 bond.

Carol A. Hartman 28, Spirit Lake, forgery (three counts), $10,000 bond.

Russell G. Jackson 41, Coeur d’Alene, grand theft, failure to appear/theft by possession, $12,500 bond.

James D. Kelly 18, Spokane, failure to appear/possession of stolen vehicle, $20,000 bond.

Sherrie A. Marzullo 37, Coeur d’Alene, parole violation/possession of methamphetamine, $10,000 bond.

Misdemeanors

Shelby D. Cunningham 35, Rathdrum, contempt/driving under the influence, $568 bond.

Jasmine J. Foster 24, Post Falls, contempt/failure to purchase driver’s license, failure to display plates, invalid driver’s license, $453 bond.

Kenneth R. Freeman 32, Rathdrum, contempt/invalid driver’s license, $203 bond.
