Home For Disabled People Fined

A north Spokane home for developmentally disabled people has been fined $100 for leaving residents unattended.

It’s the third time since October 1995 that state inspectors found negligent care at the facility, run by Joanna Tolman.

During an Oct. 14 visit to the home at 7525 N. Excel Dr., inspectors found two developmentally disabled residents unsupervised while Tolman was away. The absence of care put residents at risk, inspectors say.

Fines are levied after repeated, similar violations, or violations that endanger residents. Tolman may appeal the fine.
