North Idaho schools, districts on ‘Needs Improvement’ list
Statewide, 78 percent of Idaho schools and 47 percent of Idaho school districts met the state’s reading and math goals. To meet those goals, 66 percent of students had to meet proficiency in reading as tested by the Idaho Standards Achievement Test. In math, 51 percent of students had to achieve proficiency. Goals will increase each year up until 2014, when 100 percent of Idaho students – and students nationwide – are expected to be proficient in reading, math and language.
Schools have to meet those goals, or make Adequate Yearly Progress, in 41 target areas. Targets include meeting proficiency goals and participation goals (95 percent of students must take the ISAT) in each of the 10 following subgroups: all students, American Indian, Asian, black, Hispanic, Native Hawaiian, white, limited English, special education and economically disadvantaged.
If schools or districts don’t meet AYP for two years in math or reading in any subgroup, the school or district is listed as “Needs Improvement.” Those schools and districts, in the third year, would face sanctions.
Needs Improvement districts have to develop a two-year improvement plan, offer choice (the option to transfer to another school) and provide supplemental services. Sanctions increase each additional year in Needs Improvement status.
