“Based upon all the information set forth in this application, I respectfully submit that there is probable cause to believe that James Elton West used the screen names “therightbi-guy” and “cobra82nd” on gay.com and “jmselton” on AIM (America Online Instant Messenger).

Additionally there is probable cause to believe that James Elton West, using those screen names, knowingly and willingly engaged in a scheme to entice others to engage in sexual activity with him through the offer and grants of City of Spokane jobs, internships, or appointments; and that these activities were performed on a personal computer located at his personal residence.

As a result, there is probable cause to believe that West defrauded the public of his honest services using interstate wire communication in violation of Title 18, U.S.C., Sections 1343 and 1346, and that a computer and other evidence of this crime is probably located at the residence commonly known as 639 W. Persimmon Lane, Spokane, Washington 99224, in the Eastern District of Washington.

In consideration of the foregoing information, I respectfully request that this Court issue a warrant authorizing the search of the residence at 639 W. Persimmon Lane, Spokane, Washington 99224, and more specifically identified in Attachment “A,” for items as described in Attachment “B.”
