‘C’ class: Just who would benefit?

Will someone please clarify for me the reasoning behind the new proposed “C” classification (in Washington state high school athletics)?

Without doing too much research, I see the recent Nos. 1, 2, and 3 girls teams in the State B tournament would be in that new classification. I was under the impression the “C” would benefit the smallest schools, but it appears it will benefit the larger B schools, who, for whatever reason, can’t compete with schools with lower enrollment.

Count me among those (State B fans) who think the current system is just fine and doesn’t need any tweaking.
