Troopers ID fatally shot man

ALBANY, Ore. – The man fatally shot by state police during a traffic stop on Interstate 5 last week has been identified.

John Paul Tolliver, 26, who most recently lived in a Maryland boardinghouse, died in a Corvallis, Ore., hospital early Saturday.

Tolliver was stopped by state troopers Friday afternoon just north of Albany. A witness said the driver got out of his car and fired at a trooper who was walking back to his cruiser with some papers. Tolliver was hit by return fire.

State trooper Russell Decker, 33, was wearing body armor but suffered a minor wound when he was shot through the foot. A second trooper was not injured.

The gunfire closed northbound lanes near Jefferson, between Salem and Albany, for several hours.
