You have to wonder: If owners can’t afford to pay the fees to retrieve their stray dogs, how did they afford dog chow? It’s an excuse that’s not uncommon at the shelter, and Roxy is another casualty who needs a new home.

She is a high-energy dog that would be happy if she had a fenced yard where she could run circles to her heart’s content.
