Penalties make no sense

This Cougar is not necessarily defending a Husky, but I’m fed up with the ridiculous unsportsmanlike penalties called on collegiate football players for excessive celebration.

So we have children watching the professional athletes throughout their childhood and emulating their heroes throughout their youth. They get to college and suddenly they are not expected to exhibit the emotion that they have practiced throughout their youth.

I have always despised showboating and intimidation in sports. However, for kids to celebrate their achievements with spirit is a natural human emotion in all aspects of life. Are the rule makers unable to distinguish the difference? Do they wish to take the thrill of victory and emotion out of the game?

Can somebody please explain the reasoning behind these cheap shot rules?
