It has been four years since the U.S. Geological Survey first estimated that Cuban waters could contain nearly 10 billion barrels of undersea oil. Foreign energy firms have signed up to help hunt for offshore oil north of the island, but only 21 of 59 Cuban deep-sea blocks have been purchased since they were put up for auction in 1999.
