Credit card vote puzzling

The U.S. House recently voted 357-70 to approve a bill restricting certain credit card practices and eliminating sudden increases in interest rates and late fees. 105 Republican congresspersons voted along with 252 Democrats to pass the legislation.

This isn’t a partisan issue. One of the 70 “no” votes came from our very own Cathy McMorris Rodgers. Could someone please explain to me why she voted against a bill that prohibits credit card companies from jacking up rates without warning or reason? Who is McMorris working for?
