Puzzling budget priorities

If the city of Spokane has money for curbside leaf pick-up (which should be homeowner responsibility), how come we don’t have the money for law enforcement?

Also, if it’s true that 50 percent of the cars parked on the South Hill are facing the wrong way, I guess Chief Kirkpatrick should start writing parking tickets.
