Sled crash that hurt 2 kids lands Spokane dad in jail

 

A Spokane father is in jail after two children he was towing on a sled behind an ATV slammed into a parked police car, sending the kids to the hospital.

Spokane police say Ramon D. Noggles, 33, was under the influence of alcohol when the collision happened just before 8 p.m. Wednesday in the 3600 block of E. Pratt Ave.

His wife, Kathy Kosloski, called the crash a “freak accident.”

“He would never intentionally hurt any kids,” Kosloski said. “He’s just a dad trying to have fun with his kids.”

Noggles, a felon who has previous convictions for drunken driving, negligent driving and reckless driving, was ordered to stay in Spokane County Jail on $25,000 bond after appearing before Superior Court Judge Tari Eitzen .

Prosecutors said Noggles may face only one charge of vehicular assault because a girl’s injuries weren’t as serious as first suspected, but the boy suffered facial fractures and may need surgery.

Kosloski said her husband drank two beers about six hours before the crash and was not drunk. She said the parents of the injured boy knew he was being towed on a sled.

Officers had parked their patrol car at the bottom of a steep hill while responding to an unrelated collision nearby.

The officers heard the three-wheeler seconds before they saw it crest the top of the hill at speeds estimated at 35 mph, police said.

Noggles was driving with a boy and girl, both age 8, sitting behind him. He was towing a sled with a 7-year-old boy and a 10-year-old girl in it. Noggles is the father of both girls, police said. He faces additional misdemeanor charges of reckless endangerment and driving while license suspended/revoked. He also has a warrant for his arrest in Douglas County. Details were not available.

Officers saw the sled swing out as Noggles drove down the hill and the sled slammed into the back of the patrol car. Both children in the sled were taken to the hospital for injuries related to the collision, police said. The children riding on the back of the three-wheeler were not injured.

“I don’t know what he was thinking when he went down that hill,” said Kosloski, who attended Noggles’ court appearance with her children. “I wouldn’t have gone down that hill.”

None of the children was wearing a helmet or any other safety equipment.

Police said they smelled intoxicants on Noggles’ breath and that he failed sobriety tests. Blood-alcohol content results for Noggles are pending analysis.

Pulling sleds or “ski-jogging” on public streets or in parking lots cause serious injuries and death every year, police say.

Items towed behind motorized vehicles have no braking power. Parked cars, curbs, trees, telephone poles, fire hydrants and even hard snow and ice piles can become deadly obstacles, police say.

    Idiots that do this are incredibly stupid. Don’t they understand that the brakes that stop your truck / ATV are NOT available on the object you’re pulling? That means when you do stop, the sled continues, perhaps right underneath the towing vehicle.

    There was a guy in Seattle (Tacoma?) who killed his son that way some years ago: he was towing him around on an inner tube in the snow - the tube swung wide on a turn, hit a bump, and sent the kid flying into the side of a parked car. This dumb@ss is lucky, and so are the kids.

    I am willing to bet that the cop car was in the middle of the road in an area it shouldn’t be! Just under the crest of a hill filled with snow? The cops put the smack down on this guy for their mistake most likely. Otherwise it would have been their asses on the line for reckless endangerment by parking in the middle of the street under the hill! I hope they don’t shoot me for saying this!!!

    John Fever, Please, stop with the SPD shoots everyone song. He’s just lucky more kid’s were not hurt. The charges seem to be appropriate for the offense. Nothing the father was doing is allowed in Washington. ATV use is OK in Idaho, but not for doing what he was doing. Don’t mow your lawn, drunk on a riding mower. That’s illegal as well.

    @rightwingextreme, Please, the police were at another crash. Nothing this man was doing was legal at anytime. Washington prohibits ATV street use. His license was suspended, he was drunk, he was endangering his children, no one was wearing helmets and now you blame the cops. Please, enough with the hate-all-things-police crowd.

    You know…for a long while I’ve been…concerned about the “dumbing-down” of the general United States population and yes I know dumbing is not a word and most likely I to can thusly be accused of subtracting from the sum of human intelligence (and have been on these comments)…but onward…

    Ever since the CB trucker craze (70’s-80’s) and idolization thereof this nation has embraced and admired the slack jawed idiot. This meathead who took these children on this risky ride probably didn’t even know any better and was oblivious to the potential dangers and I say that we are somewhat culpable for tolerating and not confronting the moronic aura that has captured this nation these many many years under the guise of freedom. Just the other day they reported that 1 in 4 applicants for the armed services flunk the exam. The dropout rate continues to rise and with the exception of a few, nobody cares. Dissention from common sense is admired (Ruby Ridge) and even rewarded. I bet that none of these children much less the moron had a helmet on and I venture to say that there are many who would defend him for that.
    We are becoming a nation of idiots and I see no course corrections ahead…

    people with suspended license do not have insurance. this boobs actions will all be paid in full by us the dumbed down tax payers, maybe that is what is really making us dumb blindly paying for government agencies that are incompetent we know of but pay anyway and try to tell ourselves voting works.

    These children are very lucky. He is a lucky man that he didn’t kill them children in his reckless behavior, I surely hope he never chooses to do this again and I hope others learn by this story.

    It’s not a freak accident if you do something this asinine and people get hurt! What kind of idiot is he? Lucky the kids aren’t dead, and he deserves to be in jail.
