How does Avista rate?

I was happy to get my Avista rebate for replacing an old window until I read that Avista is proposing to increase utility rates to pay for these rebates. Low-income workers, seniors on fixed incomes and people who have lost their jobs are struggling just to pay their bills. Why should their rates be raised in order to pay for rebates for those of us who are lucky enough to be able to afford to buy ourselves new windows or furnaces?

I am all in favor of energy conservation, but the cost should not be subsidized by those who can least afford it. I hope the regulators see this proposed rate increase for what it is and just say no. Let the million-dollar Avista managers and the stockholders bear the cost of the rebates.
