Witnesses describe fatal north Spokane shooting
A gunman suspecting of shooting at a home was shot and killed by Spokane police officers Friday after abandoning his truck outside a busy restaurant and firing at officers, witnesses said.
The man, whose name has not been released, died on the lawn in front of a Spokane Tribe of Indians building at the southeast corner of North Madison Street and West Indiana Avenue about 3:15 p.m. He appeared to be in his late 20s or early 30s.
Officers were responding to a report of a man with a shotgun firing rounds at 1402 W. Buckeye Ave., when the suspect fled in a white Chevrolet pickup with a canopy, said Sgt. Dave Reagan, spokesman for the Spokane County Sheriff’s Office.
The suspect abandoned the truck in the left lane of southbound Monroe Street, in front of Shari’s restaurant, and fled with the shotgun before he fired several shots at officers and was killed, witnesses said.
The gunman was shooting at his father at the Buckeye Avenue home, where the men had been visiting acquaintances, Reagan said. Reagan said witnesses at the Buckeye home began calling 911 about 3:05 p.m. to report six shots fired.
Officers caught up with the man just before he abandoned his truck and began walking westbound behind Shari’s, Reagan said. Witnesses said he fired at police and into the air, Reagan said.
Reagan said six officers with the Spokane Police Department fired shots.
The Sheriff’s Office is investigating the shooting with detectives from Washington State Patrol, Reagan said.
Wayne Buckingham, 28, said he saw at least six or seven officers ordering the man to stop as they ran through a parking lot behind Shari’s and the tribal building, which houses youth programs.
Buckingham was smoking a cigarette outside a home near Madison and West Nora Avenue when he heard what he thought was a tire blow. He heard police commands and saw the man fire several shots at the officers as he ran through the parking lot.
“They were trying to get him to stop and he wouldn’t and he started popping off shots,” Buckingham said. “He busted a shot at the cops, then busted five or six more.”
Police screamed at the man to stop after the first shot, then fired several rounds, Buckingham said.
“It happened so damn fast, it’s still sinking in on me,” he said. “Thank God the police are here … I could have been shot by one of those bullets.”
The shooting closed a four-block area around the busy Northwest Boulevard and Monroe Street intersection through Friday night. Police said streets could stay closed through this morning because investigators planned to return to the scene.
Police locked down Shari’s to interview customers who may have witnessed the melee. The restaurant closed for the rest of the night, as did other area businesses.
Several other neighbors heard the gunfire. Two children were playing in a grassy area near the lot when the gunfire erupted, Buckingham said.
No one other than the gunman was injured, police said.
A neighbor who didn’t want his name used said he was working on a car as four children played nearby when he heard a shotgun blast, followed by five or six more shots, then eight to 10.
“By that time, I was on the ground,” he said.
“I stand 100 percent behind the police,” he said. “They were protecting the public.”
Aaron Brown, 31, said he saw the man run from police after abandoning the pickup.
“He fired at them, he kept running and they shot him,” Brown said. “He got off a couple rounds before he laid down.”
Vikki Rowland, a 23-year resident of the neighborhood, said she was raking leaves in her yard about two blocks from the scene when she heard gunshots. She saw police covering the man’s body with a tarp.
“How sad,” she said.
A man who lives in back of the Buckeye house, where police first responded, said he heard a gunshot and saw the suspect pointing a shotgun at the home before police arrived.
The gunman already was in his truck when an officer drove up, the neighbor said. He drove southbound on Cedar toward Northwest Boulevard as police followed, said the neighbor, who refused to give his name.
The Buckeye address appears to be a rental home. The neighbor said he’d never seen the gunman before Friday but did see the truck parked at the home regularly.
Police closed the intersection of Buckeye and Cedar after the shooting and expected to remain on scene for most of the night.
Reagan said the officers involved in the shooting were taken to the Public Safety building, which houses the sheriff’s office and city police department, immediately after the incident.
Investigators expect to return to the area todayto continue collecting evidence, Reagan said. A sheriff’s helicopter was expected to photograph both scenes from the air.

Very true, and I do agree. However, with the number of officer-involved shootings in the past year, it would not be unreasonable to ask for an investigation.
I’m not suggesting that anyone at SPD isn’t doing their job or isn’t doing their job well. Quite the contrary. Iapplaud the efforts of everyone at the Department. But that doesn’t mean that questions cannot be raised.

Might as well put crime-scene tape around the entire Northside. That neighborhood has always been crummy and dangerous. Now it’s lethal. The best civic improvement would be to designate one lane of Monroe specifically for emergency traffic going to Holy Family Hospital. I bet the ER staff there is getting as good at treating gunshots and stab wounds as Cook County General.
I sure hope that the TV news stations will spare us from reporting that “a normally quiet Northside neighborhood was rocked by gunshots this afternoon.” Let’s stop pretending things aren’t going to hell in Spokane.

It appears eyewitness accounts (as usual) vary widely in this incident. I just watched an account on KHQ where the witness clearly omits any reference to the police being fired upon and instead describes a scene where the alleged gunman is running away while being shot by up to ten police officers.

Insanity would be a great way to summarize this unfortunate event. You do not run through any neighborhood shooting at houses and then fire a round at the goose steppers. This is a one way ticket out of your earthly existence. There really wasn’t much of a choice to make. Although it is way too early to get any real facts, several things are clear. First, yet another citizen has been killed by law enforcement people. Second, the preliminary versions of what happened are very different. Third, the officers, before saying anything, will have several days to decide what to say, no doubt each consulting an attorney. Fourth, the incestuous investigation, where the Sheriff’s Office looks into Spokane Police actions, and also the reverse, only makes whatever the “investigation” says suspect. Fifth, this case again indicates the need for either a Citizen Review Board or a federal review board, or both. Finally, whatever the outcome, this case will be again “Tuckered” away. [How can any of you, aside from law enforcement folks, live with yourselves after voting for him?]

Never been arrested, I have never been shot at and and have never been part of an investigation because I follow the law. If any of these people did the same thing or followed through with officers requests, they wouldn’t be dead.

I was in my car three to four feet away from the gunman on Monroe next to Shari’s, staring at his gun when the police yelled at him to drop his gun. I was only too grateful the police were there even though it was most uncomfortable to stare down their guns as well. I am sorry for the death. I do not condone the taking of a life, and yet I find it difficult to find fault with the SPD for taking charge of a volatile situation in the manner they did. I am still shaking! Don’t criticize until you have been there!

The blue gun thug firing squad hasn’t gotten its story straight yet. I think the US Military has shotguns that hold “five or six more” rounds, but you couldn’t buy one at the Spokane Gun Show last weekend.
Another typical SPD gang killing. Chase him down and start shooting. Blame the dead guy for “fiver or six” shots from a weapon that can’t fire more than half that many and probably wasn’t fired as he ran. The lies pile up faster than the bodies.

That is probably an accurate description of what happened. The blue gun thug firring squad assassinated him as he fled. No judge, no jury, no witnesses, no defense attorney, just a hail of gun thug lead. Of course it will all be different by the time the blue gun thugs and black ties get done making up stories.

I was in law enforcement for 20 years, know what you are going through, and some of what you will experience in the upcoming days ahead. Perhaps Chef Gus may tune into this blog and get in touch with you. In any event, this is something that you need to visit with a counselor over. This incident is not even eight hours old and here we are posturing on both sides. I have been guilty of such posturing myself and will not always be able to resist the emotional draw to do so in the future. Therefore I am not criticizing though I am hoping for a truce in the words we commit to writing.
The thing I hope we can get back into the front of our minds is that we want a more peaceful and trusting community.
Yes it is an appropriate time to question, as are all times. It is not an appropriate time to posture ones self, as very few times are. It is a time to pause and do whatever you do to increase the hope for the healing of those directly exposed to this violent incident and for our community as a whole.

I don’t care who you are, if you have a gun, loaded or not, running from cops after firing it, you will have bullets chasing you, as you very well should. Maybe tomorrow you can go stand in the middle of a public area with a gun in your own hand and let us know the outcome….I would expect the police to do the right thing and take the suspect out before doing any more harm to the rest of the law abiding public. Or better yet, put on a uniform, confront some armed crminals and see how well you can defuse the situtation, good luck with that one too.

One concern is where did the other 19 bullets go? If there were 10 officers shooting and they do the double tap thing, they found one bullet in the guy where did all the others go? and why isn’t it a concern to them as they blast away on a Saturday afternoon? Is that concern for public safety? I have to wear my seat belt but i could have 20 bullets zipping around in my neighborhood as i rake the leaves or play with my granddaughter?

Anyone who maintains the right to purchase a firearm can purchase an shotgun from any of the local stores that can hold 6+1 or 7+1 with ease. The Mossberg 500, Remington 870, and Winchester 1200 models all come in varieties for home defense that allow that many rounds. On the cheap side they can be purchased for under $300.00.
I know, because I one at least one of them, which i have legally modified with a collapsible stock and pistol grip for better handling.
In this case I’d bet it comes out the idiot with a Gun had already forfeited his right to possess a firearm legally, by his prior criminal behavior. While that’s just a guess at this point, it’s a statistically logical one.

Joseph W. Giuliano, once described as “the face of the Border Patrol in the Northwest,” pleaded guilty to child rape charges in Whatcom County Superior Court Thursday, April 23.
As a former deputy chief patrol agent, Giuliano was the second in command for the U.S. Border Patrol’s Blaine sector and was in charge of protecting the U.S. border in western Washington, Oregon and Alaska.
But after pleading guilty to three counts of third-degree child rape Thursday, Giuliano will now have to register as a sex offender.
Giuliano was arrested in October 2008 after admitting to detectives that he had sex at least 24 times with a 14-year-old girl living in his home. He was 55.
Giuliano’s sentencing is scheduled for June 25, which allows the state Department of Corrections time to recommend if he should undergo sexual-deviancy treatment or serve prison time.

How many blue gun thugs got put on overtime (gravy train) at OUR expense for the next 12 hours while they blocked traffic disturbed people’s lives, and paraded for the news cams?

Will the Criminal Lab figure out which blue gun thug managed to hit the guy, and award only him a “KILL” toward ACE PIG? Or, do all the blue gun thugs who emptied their guns at random around the neighborhood get half a credit too?
How much of OUR tax money is being wasted on this whole incident? A couple of gumshoe detectives could write a report. There isn’t any “suspect” to chase down and kill any more. Instead we get DOZENS of city and county blue gun thugs wasting DAYS blocking traffic and filling report books with useless data.
When they say, “Major marijuana grow,” do they mean that the guy had a couple of plants for medical use? That’s their usual lie.
The only rational conclusion from this whole sad incident is that the SPD budge is about 10x what it needs to be. So is the County Sheriff budget. Come on Council members. STOP THE WASTE OF MONEY. Cut their bloated budgets!

I reiterate that we all live in our community together. Although I doubt that the problem of escalating violence and all of its consequences will ever be completely solved I implore everyone to be done with venting and to commence with discussing possible approaches to reducing the tension between law enforcement and civilians in our community.
Although I have often been very critical of law enforcement I have also met many many fine men and women in blue and have also had the opportunity to engage in dialogue with, rather than monologue at, members of our local law enforcement community in these forums.
What would a more peaceful community where law enforcement and civilians respect and trust each other look like to each of you? What are you, as an individual member of this community be you with law enforcement or not, willing to do to heal our community?

Unfortunately, there are officers out there that may have been killed by this suspect because they “froze”, not so much out of fear, rather than indecisivness due to political correctness, being sued and or or losing their job. Meanwhile, do any of you long-time Spokanites remember a shooting – I think it was in the late 80s or early 90s — where a couple of guys hijacked a car in Kootenai County, hightailed it down I90 and ended up in N. Spokane w/ISP, WSP, Sheriff deputies and SPD in hot pursuit? I’m sure I have some of the details wrong, but the guys forcibly entered an occupied home. Police didn’t know there was someone inside and a shoot-out with the car highjackers ensued and the occupant was killed by police gunfire. A friend who lived in the neighborhood said the streets were littered with shell casings and spent bullets. It was nuts. Sort of feels like we’re headed in that direction again with loco citizens running wild in the streets.
Glad no bystanders, neighbors or cops were injured or killed in this latest eruption of craziness.

Where is the respect and compassion for his family and friends? I think we could have read the stoy without the picture of him lying dead on the ground. With the encouragement of cpd805 and Brad H I am currently researching my suggestion of a citizen review panel with greater breadth and depth, and will contribute more about this subject when I have new information synthesized. You will also see other contributors to solutions in recent forums.
I and other readers would readily welcome dialogue about approaches to bridging the gap between law enforcement and the public from you and from others who so far have described the problems.
Yes it pains me when anyone dies a violent death though it is time for all of us to move past our emotional reactions when these tragic incidents occur and to begin healing our community; one human being at a time is what it takes.

I am appalled at this paper for showing the body of this man. He is somones brother, son, and father. you should be ashamed of yourself. At least wait untill his name has been published. What if it was your family member how would you feel seeing them in the paper and on the internet and finding out he was dead this way. not cool

Thank god none of the officers or innocent citizens were hurt. People are bashing the police over the spike in police shootings, but guess what, they are only responding to what the bad guy does. If all these bad guys (Creach, Dodd, etc.) would have dropped the gun or knife as they were told, they would be home right now. If your stupid enough to confront a police officer with a gun, knife or other weapon, then you and you alone are responsible for what happens. If you want to be mad at anyone, be mad at the people who don’t drop the weapons and take irresponsible actions. Good job to the police and sheriff, glad all your guys are OK through this mess. Police work is very dangerous and an officers number one job os to go home alive every night. While you, the attorneys, review boards and judges get months and years to review, study and arm chair quarter back things, officers get seconds to decide and react. MY THANKS AND SUPPORT TO OUR OFFICERS!

Most people think they should leave the dead photo off the front page. Personally, I think they should put more of them on there. Maybe, just maybe, it might deter some of the crime in Spokane

I agree completely! It is crazy that you were so close. I was with a friend listening to some live music seattle and heard about the shooting about two hours later.
