Firms, city settle over flaws at new fueling and washing center

Companies agree to $750,000 in repairs

Three construction and design firms will pay Spokane a total of $750,000 to fix flaws in the city’s new vehicle fueling and washing center.

The Spokane City Council voted unanimously this week to accept the settlement, which was reached during mediation that started in June, said Rocky Treppiedi, an assistant city attorney.

Street Director Mark Serbousek said cracks began appearing in the concrete surface of the center soon after it opened in 2005. A significant portion of the concrete needs to be fixed and some already needs to be replaced, he said.

“It took us a long time to get through this,” Serbousek said. “Now we can move on and get it repaired.”

Treppiedi said under the agreement, Levernier Construction Co. will pay $425,000, David Evans and Associates will pay $175,000 and ALSC Architects will pay $150,000. Treppiedi said insurance companies may pick up all or portions of the cost.

“These aren’t bad people,” Treppiedi said. “This was an unfortunate incident involving folks who have provided good service in the past.”

Joe Levernier, co-owner of Levernier, said the settlement was negotiated by a subcontractor’s insurance company.

“It’s a complicated issue,” he said. “We’re pleased that there’s a resolution that everybody has agreed to.”

Attempts made to reach officials at ALSC and David Evans and Associates were unsuccessful.
