WASHINGTON — Rahm Emanuel, President Barack Obama’s chief of staff and one of the most visible members of his administration, will resign Friday, The Wall Street Journal is reporting. His successor, at least temporarily, is expected to be Pete Rouse, the newspaper reported today. Rouse is a senior White House adviser who served as Obama’s chief of staff when he was a senator. White House press secretary Robert Gibbs said today that the president would make a “personnel announcement” Friday morning at 11:05 in the White House East Room. While he refused to say what that announcement would be, he spoke effusively about the “complete loyalty and trust” the president has in Rouse and the “strategic sense” he brings to the White House. Emanuel has been considering waging a campaign for mayor of Chicago. Chicago Mayor Richard M. Daley has said he will not seek re-election next year. Candidates to succeed him must file petitions by Nov. 22 for the February general election.
