Playing with electricity risky

So, the powers that be are considering fooling around with the electrical grid. Why?

Maybe they hope to save a little money by making the electrons travel in a more economical way, but I think they simply want to fiddle with something that works fairly well most of the time.

If fiddling must be done, why not schedule the testing for Dec. 21, 2012? That way, if something goes awry, they can blame it on the Mayan calendar and the upcoming Armageddon, scheduled for that date.
