In brief: Agency identifies man found dead

The Kootenai County Sheriff’s Department on Thursday identified the body found on the English Point trail system Wednesday.

Authorities said the body is that of Paul A. Prescott, 62, of Seattle, who was found face down about 6:55 p.m. by an equestrian on one of the trails. Investigators found Prescott deceased in the middle of the trail.

An autopsy was performed Thursday, but results are pending, authorities said. At this time, Prescott’s death is not considered suspicious.

State releases revised wolf plan

WENATCHEE – After hosting 19 public meetings and reviewing more than 65,000 comments, the state released its revised plan to recover gray wolves in Washington that should both please and upset cattlemen, hunters and conservationists.

Some aren’t happy that the plan still requires 15 packs of wolves for three consecutive years in order to remove protections required under the Endangered Species Act.

Others might not like the agency’s plan to seek higher penalties for poaching wolves.

Scheduled for final review in August by the Washington Wildlife Commission, the plan will guide state strategies for recovering gray wolves in Washington. Wolves are listed as federally endangered in the western two-thirds of the state, where the only known pack is the Methow Valley’s Lookout Pack.

A Coeur d’Alene man accused of offering a woman money in exchange for her granddaughters left jail just hours after he was arrested Wednesday.

Shan A. Anderson, 32, posted $1,106 bond on four misdemeanor charges Wednesday night, according to the Kootenai County Jail.

Police were called to 1034 N. Third St. at 3:58 p.m. Wednesday, where they were told that Anderson approached a woman and offered money for her granddaughters, according to a Coeur d’Alene police news release.

While investigating that case, officers learned Anderson had earlier attempted to lure a boy walking home from school, police said. 

Anderson was booked on four misdemeanor charges: attempted child enticing, attempted child custodial interference, disturbing the peace and obstruction. Suspects arrested on felonies in Kootenai County cannot post bond until seeing a judge.

DNA on sweatshirt aids robbery case

DNA found on a sweatshirt has helped police identify a suspect in a 2009 bank robbery.

A Spokane County sheriff’s detective obtained a new DNA sample from Rodney R. Phillips, 48, on Wednesday to verify a match noted by the Washington State Patrol crime lab last month.

Phillips is in prison in Walla Walla for robberies in Western Washington. He was arrested July 4, 2009.

Banner Bank at 1521 N. Argonne Road in Spokane Valley was robbed June 18, 2009, by a man wearing a 2002 Lady Royals sweatshirt and Spokane Riverhawks hat. Both items were discarded the next day.

Police are awaiting the results of the new DNA test before sending the case to prosecutors.

Season starts for county raceway

Spokane County Raceway will kick off its first full season under new management with a “Festival of Speed” this weekend.

A ribbon-cutting ceremony Thursday unveiled $1 million worth of taxpayer-funded safety and spectator-accessibility improvements to the county-owned raceway.

The three-day inaugural event on the raceway’s renovated road course starts today and is expected to draw more than 100 cars and 500 participants, officials said. A display of vintage race cars and sports cars also is planned by the sponsoring Society of Vintage Racing Enthusiasts. Spectator gate receipts are to be donated to the Parkinson’s Research Center of Spokane.

Bond is set in voyeurism case

A man accused of masturbating while videotaping the reaction of a barista is a supervisor at Silverwood Theme Park.

Matt Alan Lambert’s public defender told a judge that Thursday when asking for Lambert to be released from jail on his own recognizance or on a low bond. Bond was set at $5,000. Prosecutors had requested $15,000.

Lambert, 50, has four misdemeanor convictions from more than 15 years ago. He’s accused of masturbating in his 1992 Ford Aerostar minivan at Dagny’s Coffee Co., 12900 E. Trent Ave., Wednesday while videotaping the barista, police say.

Spokane Valley police officers were staking out the stand after employees complained of a customer masturbating in his car on at least two occasions.

Lambert, who lives in Rathdrum with his wife and children, admitted he’d videotaped the barista on Monday and Wednesday, police said. He faces two counts of voyeurism.

Silverwood spokeswoman Nancy DiGiammarco did not immediately know Lambert’s employment status late Thursday afternoon.
