Couple accused of injuring boy

Foster parents implicated in girl’s death

A Post Falls couple were arrested Thursday in connection with the injury of one foster child in their care and the death of another.

Jeremy M. Clark, 36, and Amber M. Clark, 28, were charged with two counts of injury to a child, one count of conspiracy to conceal evidence and one count of perjury in two, four-count indictments, Kootenai County Prosecutor Barry McHugh said in a news release.

The two were arrested Thursday without incident and booked into Kootenai County Jail. Their bail was set at $25,000, according to jail records.

If convicted, the two face maximum sentences of 10 years for the injury to child counts, five years for the conspiracy counts and 14 years for the perjury counts.

The couple are accused of injuring a 4-year-old foster child in their care in 2007 and 2008. Reached by phone Friday evening, Kootenai County Prosecutor Barry McHugh declined to comment on the nature of the boy’s injuries.

The Clarks also are implicated in the 2009 death of 2-year-old Karina Moore, who was placed in their home as a foster child by the Idaho Department of Health and Welfare.

On Jan. 6, 2009, the Post Falls Police Department responded to the couple’s home on East Second Avenue for a reported fall. The couple told police the girl fell down a flight of carpeted stairs. When officers arrived, they discovered Moore unresponsive and attempted to revive her. She was taken to Kootenai Medical Center, then airlifted to Providence Sacred Heart Medical Center.

She died 10 days later; the medical examiner ruled her death a homicide from blunt force trauma.

In November 2008, Moore, her 6-year-old brother and infant sister were placed into the Clarks’ care after their own mother, Samantha Moore, was charged with negligence in the injury of her son. Despite being cleared of the charges, she didn’t regain custody of her children until after the death of her daughter.
