Proposed animal shelter envisioned

Warehouse retrofit: This drawing released Thursday shows the proposed new facility for the Spokane County Regional Animal Protection Service. The warehouse on Havana Street and Broadway Avenue would be renovated to replace the current SCRAPS facility, a 40-year-old structure on Flora Road. County residents will vote on the levy Nov. 8; it requires a simple majority to pass. The levy would cost homeowners up to 5.8 cents per $1,000 of home value beginning in 2012, for a maximum of nine years. If passed, SCRAPS will retrofit the Spokane-owned building, which SCRAPS officials estimate would cost about $5 million less than constructing a new facility. Under the proposal, the building would be reoriented so the entrance is on Broadway rather than Havana.
