Vick, McCoy won’t play against Bucs

Quarterback Michael Vick and running back LeSean McCoy will not play Sunday, when the NFC last-place Philadelphia Eagles (3-9) meet the Tampa Bay Buccaneers (6-6).

Eagles athletic trainer Rick Burkholder said Friday that neither has been cleared to return to football activity after suffering concussions last month.

Burkholder sent McCoy to Pittsburgh to be examined by the University of Pittsburgh’s concussion specialists because he “just didn’t like the way things were adding up. I didn’t like how he was getting symptoms at night and not during the day.” Burkholder said those tests yielded nothing alarming but did convince him to change McCoy’s rehabilitation protocol.

Burkholder said Vick is improving in his physical rehabilitation but is “in kind of a stagnant phase” with his testing.

Urlacher earns another fine

Chicago linebacker Brian Urlacher was fined $21,000 by the NFL for a horse-collar tackle on Seattle’s Leon Washington, his second fine in two weeks.

Urlacher, penalized for the tackle in the Bears’ 23-17 loss last Sunday, also was fined the previous week for a horse-collar tackle of Minnesota’s Adrian Peterson.

Green Bay’s Tramon Williams was fined $21,000 for his helmet- to-helmet hit on Minnesota’s Toby Gerhart last Sunday.

Detroit defensive tackle Nick Fairley was fined $15,750 for his horse- collar tackle of Indianapolis QB Andrew Luck late in the Lions’ 35-33 loss.

Ryan to hold off on QB decision

Coach Rex Ryan said he’ll make a game-time decision on whether Tim Tebow plays in the New York Jets’ game in Jacksonville, Fla., against the Jaguars on Sunday.

Tebow, healing from two broken ribs, will travel to his hometown with the team and Ryan will determine before the game if the backup quarterback plays.

Atlanta (11-1) SS William Moore and CB Asante Samuel missed practice for the third straight day and are questionable for Sunday’s game at Carolina (3-9). … Tennessee (4-8) MLB Colin McCarthy will miss his second consecutive game because of a concussion when the Titans visit Indianapolis (8-4) on Sunday. … Chicago (8-4) ruled out CB Tim Jennings for Sunday’s game at Minnesota (6-6) because of a shoulder injury and listed WRs Alshon Jeffery and Devin Hester as probable. … Jacksonville (2-10) ruled out WR Cecil Shorts for Sunday’s game against the New York Jets (5-7) because of concussion symptoms.
