Driver, victim in fatal collision identified
The Washington State Patrol says alcohol or drugs were involved when a car hit a pedestrian on the shoulder of I-90 west of downtown Spokane.
Robert J. Dyer, 24, of Coeur d’Alene, was driving a Chevrolet Camaro westbound when he struck and killed Scott A. Moore, 56, of Priest River, who had pulled over and was assisting with another car that had been in a crash, according to a WSP news release.

Vehicular homicide charges are pending.
