1. Continue to reduce costs in Kootenai County.
2. Adopt new planning rules while balancing private property rights and protecting sensitive areas such as lakes.
3. Put a measure to restructure county government on the November ballot. Supports running county government more like a business.
Vic Holmes
Age: 57
Occupation: Rathdrum mayor; owns Eagle Garage Doors
Experience: Elected mayor in 2007 and re-elected in November; elected to Rathdrum City Council in 2003.
Top campaign promise: “I will bring fiscal conservatism to government like what I’ve done with Rathdrum.”
Top three issues:
1. Bring long-term planning to the county and establish a capital improvements fund so the county can pay for new buildings. Opposed to a new jail; thinks there are other ways to solve the problem, such as rehabilitation programs and in-home detention.
2. Opposes county government restructuring. Doesn’t want county administrator or appointed officials.
3. Opposes high-density and commercial development in rural areas.
Larry Spencer
Age: 39
Occupation: Self-described citizen advocate who owns DH Consulting, specializing in land-use work and lobbying.
Experience: No previous elected experience.
Top campaign promise:
“To defend and protect property rights from unnecessary government intrusion.”
Top three issues:
1. Preventing the erosion of private property rights.
2. Opposes new county justice building and parking garage and any new government buildings.
3. Opposes restructuring of county government and appointing officials.
