How to stop pranks

The time has come to point out the obvious. Parents of America, you are guilty of parental laxity. So, here is how to immediately cease these costly student games.

We citizens who raised responsible children who would never dream of such stupid antics will tell you how to end this nonsense. Pass a law or ordinance:

A) All costs to the city or school district incurred by necessary investigation and restoration of order at publicly owned facilities determined to be caused by a minor shall be paid by the parent or parents or legal guardian of said minor.

B) The municipality or legal owners of said property may attach any and all assets of legal parents, etc., including placing liens against properties owned to pay costs incurred as stated above.

This foolishness would stop immediately.
