Later Thursday, officers arrested 49-year-old Deena L. Bailey, who is Barr’s relative.
Rasmussen would not say how investigators believe Barr was killed.
Bailey appeared this morning before Stevens County District Court Judge Gina Tveit, who ordered Bailey held in jail on the charge of second-degree murder and a $1 million bond, Rasmussen said.
The case is being investigated by Colville Police with assistance from the Stevens County Sheriff and Washington State Patrol, Rasmussen said.
