The dog is receiving medical care at SCRAPS. Montano said this type of neglect may amount to second-degree animal cruelty, a gross misdemeanor, which can be punishable by up to 365 days in jail and or a $5,000 fine.
Anyone with information about the dog or its owner is asked to call SCRAPS at (509) 477-2532.
