The Spokane Area Workforce Development Council recently hired Jeanette Facer as a finance manager. Previously, Facer was employed by Brown & Delany, PS. She also managed the finances of nonprofits such as YFA Connections and the Unitarian Universalist Church of Spokane.
Desautel Hege Communications has hired Judy Heggem-Davis as head of its Creative Services Department. She has 20 years of design experience and has served as art director for some of the Spokane area’s most prominent design firms. Hayley Graham and Jessica Wade have also been hired as account coordinators.
Tami Kelley and Norene Phillipson are recipients of the 2012 Employee Excellence Awards for their contributions to the Spokane campus of Washington State University. Kelley received the Administrative Professional Staff Excellence Award and Phillipson received the Civil Service Staff Excellence Award. Kelley is the principal assistant for the College of Nursing and has been with WSU for 35 years. Phillipson is the program coordinator for Facilities Operations and has been with WSU for 13 years.
Numerica Credit Union recently promoted Lynn Ciani as the vice president of general counsel. Previously, Ciani was general counsel at Western United Life Assurance Co. in Spokane.

• Unicep, a contract packaging company based in Sandpoint, has promoted Greg Taylor to president. Taylor has been with the Unicep since 2007. Previously, Taylor was the director of program management and the vice president of operations.
