Is the ACA even legal?

What I was wondering is if the following conditions were met prior to writing Obamacare-compliant policies in the state of Washington: By state law, the company must be approved by the insurance commissioner, the policies and rates must be approved by the insurance commissioner, the people on the phones must be licensed to sell insurance and must have been tested before licenses are issued by the insurance commissioner.

I am a previous insurance agent, and did both person-to-person sales and phone-calling different states. Oh, by the way, I had to have their state licenses also.

I don’t think what is going on is legal.
