In brief: Sheriff identifies killed grouse hunter

A man shot and killed Monday while hunting for grouse in north-central Washington was identified as 52-year-old Michael R. Carrigan of Hoquiam, Wash., by the Okanogan County Sheriff’s Office.

Carrigan and 65-year-old George Stover, also of Hoquiam, were driving along Cow Camp Road on the Pontiac Ridge near the Canadian border when Stover said they spied a bird roosting in a nearby tree, according to a news release from Sheriff Frank Rogers. Carrigan left the vehicle to line up a shot, but missed twice. Stover reported hearing another gunshot and then witnessing Carrigan staggering toward the vehicle and seeing blood. Stover said he heard another shot and then sped off to call law enforcement.

Multiple agencies responded after the call came in at 7:15 p.m. Carrigan was declared dead of a gunshot wound at the scene.

Rogers said the death is being investigated as a homicide. The occupants of a residence about 100 yards from the shooting scene have been interviewed and evidence has been collected, he said. No arrests have been made, but the Sheriff’s Office does have “a person of interest,” according to a news release.

Inquiry of deputy-involved shooting finished

The investigation of a deadly shooting by a Spokane Valley deputy in June has been completed and given to prosecutors for a decision on possible criminal charges, according to the Spokane Police Department.

On June 1 around 6 a.m., Deputy Jerad Kiehn responded with two other deputies to an apartment on McDonald Road after a 911 call by Roy Jacobs Jr. saying that there was a warrant for his arrest.

Deputies say Jacobs refused orders to drop a large knife and was struggling with a woman in the apartment when they entered. Kiehn fired two shots, and Jacobs was pronounced dead at a local hospital shortly thereafter.

Family members said the shooting was uncalled for, but Spokane County Sheriff Ozzie Knezovich defended Kiehn’s actions as bravery in the face of a dangerous threat.

The investigation was conducted by the Spokane Police Department as part of the Spokane Investigative Regional Response Team.

Motorcyclist dies after crashing in Elk

A man died Wednesday evening after crashing his motorcycle at East Blanchard Road and North Jackson Road in Elk.

Spokane County Sheriff’s Office investigators responded to the crash, which occurred at 6:24 p.m., according to a news release. No other vehicles were involved. Traffic was diverted during the investigation.

The victim’s identity and the cause of the crash were not immediately available.
