ATV accident kills passenger
Alcohol called factor; driver faces charge
An Omak, Wash., man faces a vehicular homicide charge after an ATV accident Saturday night killed his passenger.
The victim, Charity R. Rumbolz, 24, of Omak, was found dead in Conconully Lake.
Cain M. Bivins, 33, was booked into the Okanogan County Jail. Alcohol was a factor in the accident, Sheriff Frank Rogers said in a news release.
Bivins was driving the ATV on Sinlahekin Road along the upper reservoir of Conconully Lake when he lost control on a sharp corner.
The ATV went over a 100-foot cliff and into the water. Bivins was ejected, but Rumbolz, who was wearing a seat belt, sunk with the ATV in about 30 feet of water, the sheriff said.
Rescue crews and divers found the ATV around 1 a.m. Sunday. Rumbolz was pronounced dead at the scene.
The ATV was one of several in a party headed to Fish Lake. When the group arrived at Fish Lake, they realized Bivins and Rumbolz were missing. They went back and found Bivins standing in the road soaking wet.
Sheriff’s deputies and emergency response personnel responded about 9:10 p.m.
Bivins first was transported to Mid-Valley Hospital before he was taken to jail.
The accident remains under investigation. An autopsy has been scheduled for Rumbolz.
“On a personal note, a lot of us know the Rumbolz family,” Rogers said. “We are extremely sorry for their loss and will keep them in our thoughts and prayers.”
