Man denies exposing himself at the STA Plaza

Acting as his own attorney, a man accused of exposing himself to a minor at the STA Plaza in March told a judge Tuesday that he’s been wrongly accused. Billy M. Ogan, 32, was arrested in early March after a 16-year-old girl reported that Ogan exposed himself to her at the STA Plaza downtown. The incident was captured on surveillance video. Ogan, of Spokane, has a lengthy criminal history that includes 23 felony convictions and one conviction for voyeurism. In January he pled guilty to public indecency after several witnesses reported that he was standing on 57th Avenue masturbating. At the time he told police that he was “spreading God’s word.” He served 90 days in jail. Prosecutor Eugene Cruz said the surveillance footage clearly shows Ogan is pulling up his shirt, pulling down his pants and reaching toward his groin. “You will notice that other persons in the video are dispersing,” he said. “His pants just didn’t suddenly drop down.” But Ogan argued that the girl’s original statement to police didn’t match the video. “This is a smack in the face to this court. Is this justice?” Spokane County Superior Court Judge James Triplet on Tuesday denied Ogan’s motion to dismiss the case. Ogan is being held in the Spokane County Jail on $30,000 bond. Triplet is expected to announce a verdict later this week.
