Fine legislators instead
The Washington Supreme Court’s $100,000 fine against the state is a meaningless shuffling of taxpayer money in which the legislators (the elected people) have no skin. To be effective, the court needs to fine the individual legislators collectively for $100,000, with the money to come out of their own pockets. Then the court will get their attention, and action.
