Solicitors just scammers?

Several times in recent months, I’ve come upon collection efforts at various intersections in the city. The solicitors have little American flags and signs saying “Help Homeless Vets.” There is no indication of what organization they represent.

Who are these people? Do they need a permit to do this? How do I know the money I might give is actually going to help a homeless vet? In the past, I have donated to the Fireman Boot Campaign, where they collect at various intersections, because I know it is a legitimate charity. But I don’t know who these people collecting for homeless vets are. Is this just another scam to get my money?

Might as well just give to the many people sitting on corner sidewalks with signs saying “homeless vet – will work for food or money.”
