What’s effective for speeders?

I wonder which is the more effective in getting the public to observe speed limit areas, particularly in school and park zones: a hidden camera or a visible speed indicator sign.

I have observed drivers generally slow down to the posted limit approaching the airport as well as other posted areas where these signs are set up. I must admit I tend to exceed the speed limit to go with the traffic flow on arterials, but when I see one of these speed indicator signs blinking at me I have a natural tendency to get down to the posted limit before passing the sign.

The camera is a covert way of punishing errant drivers, but the speed indicator sign may be more effective and acceptable in alerting more drivers to achieve compliance.

A comparison of average speeds in camera vs. speed indicator sign zones would be useful in determining which is more effective. Maybe we need both.
